Can you get HIV from a small cut on your finger?

I was apprehending a shoplifter who used to be a heroin addict and while struggling to put him in handcuffs I believe his fingernail cut my pinky about a half inch cut very little blood came out and I am not sure if he was cut or not and also am not sure if the man even had HIV but I know you can get it from drug use and am curious if I should be worried about contracting it or not
