Muslims: someone likes to stare at hijabi muslim women..?

As a man if you are staring at a women no matter what she is wearing, YOU are the only one transgressing by not lowering your gaze. The women is NOT at fault. The women is to cover her bosom, display modesty but is not responsible for what goes on in a man's head. This is what NOT following the Qur'an leads to. False Sharia!
