How exactly should we use the EYELINER?

hiiii...this sounds pretty odd for a teen ager to ask but i have to. I'm used to applying the traditional kajal ( katuka) for my eyes & they cause dark circles. but now i want to use the eyeliner to avoid dark circles. i just wanted to know how to apply it? would it enter my eyes?? will it cause eye irritation, for and how long should i let it dry?
