How go I get a Bungie account?

I already have xbox live and set it up and stuff, but i was on halo 3 matchmaking and there was a symbol next to his screen name kinda like this *. he told me it was proof that he has a bungie account but he got mad at me for winning and signed out after I asked him how to get it. Please help! tou can even be my friend, my screen name: badb 894. I need answers and I don't care if I have to pay a little money for the account. HELP
